Horizontal work to combat social exclusion of youth

The Government of Finland has applied a whole-of-government approach to addressing the well-being of children, youth and families. Outreach youth work and the amendments to the Youth Act are presented as a case. A pilot conducted in 2009 succeeded in getting 69% of young people reached into positive measures by the end of the year.
